Key Findings

Our analysis reveals clear patterns in where entrepreneurial support concentrates in the United States. TX, CA, and FL dominate the top 25, accounting for 12 of the top-ranked cities.

What separates the top cities from the rest isn't just raw resource count — it's category coverage. Cities with high scores typically have resources across 10+ of our 12 tracked categories, meaning entrepreneurs can find grants, workspace, legal help, and professional services all in one ecosystem.

Methodology

The SparkLocal Business Resource Score measures how well a city supports entrepreneurs with practical resources. Unlike rankings based on tax rates or economic output, we focus on what founders actually use to get started.

Scoring Formula

  • Resource Volume (40%): Total number of business resources, normalized against the top city
  • Category Coverage (30%): How many of our 12 resource categories are represented (grants, accelerators, coworking, SBA, attorneys, accountants, marketing agencies, insurance, chambers of commerce, virtual offices, commercial real estate, consultants)
  • Funding Access (20%): Number of grants and accelerators available — the highest-value resources for early-stage entrepreneurs
  • Support Infrastructure (10%): Presence of SBA offices, chambers of commerce, and business consultants

Data Sources

All data comes from the SparkLocal Resource Directory, which aggregates business resources from public sources, government databases, and verified listings. We currently track 10,064 resources across 533 cities.

What This Ranking Doesn't Measure

This ranking focuses specifically on resource availability. It does not account for cost of living, tax rates, regulatory environment, talent availability, or quality of life — all important factors in choosing where to build a business. Consider this ranking alongside those factors.
