- Resource Volume (40%): Total number of business resources, normalized against the top city
- Category Coverage (30%): How many of our 12 resource categories are represented (grants, accelerators, coworking, SBA, attorneys, accountants, marketing agencies, insurance, chambers of commerce, virtual offices, commercial real estate, consultants)
- Funding Access (20%): Number of grants and accelerators available — the highest-value resources for early-stage entrepreneurs
- Support Infrastructure (10%): Presence of SBA offices, chambers of commerce, and business consultants
